Bruce D. Schlechter, Senior Managing Director for Operations and Analysis joined Rose Associates, Inc. 1970, working as a residential property manager.

Subsequently he worked in construction, first as an assistant field super and then advancing to the roles of super, assistant project manager, and project manager. He worked on a diverse portfolio of projects including high-rise apartments, bank branches, commercial alterations, as well as residential and commercial workouts requiring completion on behalf of lenders. Since then he helped plan and then execute three major office moves as well as numerous in-house renovations.

Mr. Schlechter has been responsible for many government filings including Highway Department, Cranes and Derricks, and Building Department filings, Final Certificates of Occupancy, J-51 and both 421-a and 421-g Tax Abatements. He has developed Offering Plans for the New York State Attorney General's office.

For more than 33 years Mr. Schlechter has initiated and implemented numerous energy conservation projects. During the 70s energy crisis he removed all incandescent fixtures in the Rose portfolio except for lobbies. Annually he purchased several million gallons of oil while encouraging conservation by adding heat timers, installing insulation, changing fan and motor controls, and regulating hot water heaters in operation. He has entered into third-party fixed-price oil, gas, and BTU contracts. At two buildings Rose was able to replace all of the three-gallon toilet tanks with more efficient 1.6-gallon tanks taking advantage of a City rebate program.

Over 30 years ago Mr. Schlechter implemented an in-house computer system establishing Rose Associates' IT department. The initial system had but 8 computer terminals for over 100 employees. Within five years there was a terminal on every employee's desk. Today CRT Computer is responsible for all back-office operations while communicating with a dozen field offices as well as providing access for clients who have security clearance.

During the early 80s Mr. Schlechter began using personal computers to create proformas for analyzing development jobs. He created a series of spreadsheets used to evaluate all new projects presented to Rose Associates. He continues to oversee this work. To evaluate the accuracy of the proformas he then began overseeing the construction requisition process. Working with the payables and accounting areas he became responsible for bank funding with various lenders. Some of the institutions he has worked with include Manufactures Hanover, old Chase, Marine Midland, Fleet, Chemical, new Chase, Sumitomo of America, Bank of America, and Heleba.

Mr. Schlechter received a Bachelor of Arts degree from University of Pennsylvania, School of Arts and Sciences and a Master of Business Administration degree from Columbia University. Continuing the Rose tradition of public service he has been active on behalf of a number of not-for-profits with their building issues and expansion plans.
