Position Description:

The Payroll Manager will be responsible for managing the weekly payroll for over 900 employees, including 700 Building Services Employees (both unionized and non-unionized workers) as well as the payroll for 225 Corporate employees with more than 100 company codes in ADP Workforce Now. The successful candidate will not only ensure employees are paid properly each week, but will pro-actively identify trends and concerns for discussion with management. This is a working Manager role, which means the Payroll Manager will participate in the weekly payroll process and, on the corporate side, benefits processing. This individual will play a pivotal role in our ongoing automation of the timekeeping process.  Anticipated starting salary for this role is $125,000 - $140,000.

Essential Responsibilities:

Payroll Processing & Maintenance Functions:

  • Own and manage the organization's multi-state payroll function across more than 100 company entities, ensuring all payroll transactions are processed on time, with accuracy and in compliance with all federal, state and local regulations
  • Working manager who contributes to running weekly payroll for over 900 individuals through ADP Workforce Now using eTime for both union and non-union employees
  • Reinvent the payroll process through implementing policies and processes which streamline the payroll process, including introduction of employee and manager self-service tools, making it more efficient 
  • Manage audits
  • Prepare and run ad hoc reports to inform/educate managers on payroll issues
  • Maintenance functions, including adding employees, terminating their employment, changes to direct deposits, 401(k) contributions, adding income executions and child support and other weekly changes to payroll
  • Maintain PTO accrual system
  • Payroll correspondence – VOE, subpoenas, wage garnishments, tax authority inquiries, unemployment claims
  • Respond to manager/employee payroll-related questions
  • Resolve payroll issues as they arise and implement procedures to mitigate future risks and errors

Managerial Responsibilities:

  • Manage the payroll specialists responsible for the Corporate and Building Services Employee payrolls
  • Maintain and analyze records on Unemployment Insurance rates, applications, benefits paid
  • Develop and document payroll policies and procedures
  • Complete requests for verification of employment.
  • Work with the Management team to create and run reports for payroll data as requested
  • Respond to special requests
  • Other duties and tasks that contribute to the smooth processing of payroll and distributions of payroll-related information



Qualifications and Competencies:

All experience listed below is required for this position.

  • At least 7 years of experience managing the payroll function
  • Deep knowledge of payroll laws and payroll processing best practices, and maintains knowledge through attending educational seminars and reviewing professional publications
  • Thorough knowledge of 32BJ and other NYC-based unions
  • Working experience with ADP Workforce Now
  • Effective communicator with all levels of employees and external contacts
  • Managed multiple priorities using time management skills and being flexible to meet changing requirements while controlling costs
  • Displays confidence, integrity and dependability with others
  • Displays high level of computer and software skills
